It provides funny, pre-recorded voice mail (or live call) messages to send to your friends’ phones - stuff like a birthday greeting from Yoda, or a Valentines Day message from George W Bush. TechCrunch reports on SplashCast coming out of beta. It's a Flash player that allows media from many different services - YouTube, photo slide shows, podcasts, and the like, to be embedded in just the one player, and includes the ability to add voiceovers.
